Percentile is the share of the 227 municipalities with a published figure that have a lower value in FY2021, on revenue per resident. A higher percentile means a higher figure, not a better one. Withheld figures failed a quality check and wait on the city’s audited report.
Regional medians, FY2021
The median of the published figures in each region, with how many municipalities it covers. Regions with fewer than three published figures show no median.

Why revenue per resident can mislead
Examples are pulled from the FY2021 figures above.
City-owned utilities inflate totals
Revenue counts everything a city collects, including water, electric, gas and transit charges when the city runs those utilities itself. A city with its own utilities reads higher than a similar city whose residents pay a private or district provider, without collecting more in taxes.
- Fort Morgan: $5,687 (utilities 57% of revenue)
- Burlington: $3,957 (utilities 54% of revenue)
- Colorado Springs: $3,915 (utilities 52% of revenue)
Regional and visitor hubs
Sales tax is paid where people shop and stay, not where they live. Resort towns and regional shopping centers collect much of theirs from visitors and commuters, then divide it by a small resident population.
- Vail: $21,953 (Regional hub)
- Winter Park: $20,394 (Regional hub)
- Breckenridge: $20,388 (Regional hub)
Sample years vs. Census of Governments years
The Census Bureau surveys every municipality only in Census of Governments years. In other years it surveys a sample of mostly larger cities, so the statewide median describes a different group. Compare a city with the median for the same year, and don't compare medians from the two kinds of year.
- FY2021 Colorado median, all municipalities: $2,476 (227 with a published figure)
- FY2023 Colorado median, sample year: $3,580 (97 with a published figure)
Nominal dollars, not inflation-adjusted
Every figure is in the dollars of its own fiscal year. Part of any increase from one year to another reflects rising prices, not more revenue in real terms.
- FY2016 Colorado median, all municipalities: $1,746 (224 with a published figure)
- FY2021 Colorado median, all municipalities: $2,476 (227 with a published figure)
Population denominators and estimate vintages
Per-resident figures divide by the Census population for the year. In the smallest towns a few dozen residents, or a revised population estimate, moves the figure a lot.
- Two Buttes: $1,406 (pop. 32)
- Sawpit: $1,576 (pop. 33)
- Paoli: $420 (pop. 50)
